Preparation Requirements
Identify the Required Background Check
Determine whether the receiving country requires an Alabama state criminal history report, a local police clearance certificate, or an FBI Identity History Summary.
These documents are issued by different authorities and may require different apostille procedures.
Alabama State Criminal History Reports
Alabama criminal history records are available through the Alabama Law Enforcement Agency (ALEA).
Request the appropriate official criminal history report and confirm that the document is suitable for international authentication.
Alabama Bureau of Investigation Background Checks
The Alabama Secretary of State specifically identifies ABI background checks among the documents handled by its Authentication Division.
The report must meet the state's applicable signature and certification requirements before an apostille can be issued.
Identity Verification and Fingerprinting
For an individual's Alabama criminal history record review, ALEA requires an application, fingerprints, and acceptable identification.
Ensure the information provided is accurate and matches the applicant's identification documents.
Local Police Clearance Certificates
If the receiving country requests a local police clearance letter, contact the appropriate Alabama police department or sheriff's office.
Request an official letter or certified record identifying the issuing law enforcement agency and authorized official.
Local police documents may require additional certification or notarization, depending on their format and the signature appearing on the document.
Official Signatures and Seals
The background check must contain an official signature and seal acceptable for Alabama apostille processing.
An electronically generated report or ordinary printout may not meet authentication requirements without further certification.
FBI Background Checks
An FBI Identity History Summary is a federal document and follows the federal apostille process through the U.S. Department of State.
An FBI background check cannot receive an Alabama state apostille.
Confirm the Destination Country
An apostille applies to countries participating in the Hague Apostille Convention.
Some foreign authorities specifically require an FBI background check rather than a state or local criminal history report.
Important Information
Not every criminal history report or police clearance certificate automatically qualifies for apostille.
National Apostille Center can review the available report to help determine whether it has the appropriate certification for international use.
Required Certification
Alabama State Background Check
State criminal history records must be obtained through the appropriate Alabama law enforcement authority.
The record must carry an acceptable official certification or be prepared through an authentication procedure recognized by the Alabama Secretary of State.
Alabama Bureau of Investigation Records
The Alabama Secretary of State identifies ABI background checks as a supported authentication document category.
The specific report must still satisfy the state's requirements for an eligible official signature and seal.
Local Police Clearance Letters
A local police clearance letter should be issued by the appropriate police department or sheriff's office and signed by an authorized official.
A law enforcement agency's signature or stamp does not automatically establish direct apostille eligibility. Additional certification or an appropriate notarized statement may be necessary.
Alabama Notary Public
When the applicable authentication route permits notarization, the document must contain the original signature and official embossed or ink-stamped seal of a currently commissioned Alabama notary public.
Notarization of an ordinary photocopy should not be treated as a substitute for an official criminal history certification.
Eligible Official Signatures
Alabama's published apostille instructions identify original signatures and official seals of currently commissioned Alabama notaries public, probate judges, and the current Alabama State Registrar.
Background check documents should be reviewed to confirm the appropriate certification route before processing.
Federal Background Check Certification
FBI Identity History Summaries require federal apostille processing through the U.S. Department of State rather than the Alabama Secretary of State.
Apostille Issuing Authority
Alabama Secretary of State — Authentication Division, for eligible Alabama documents.
Important Notice
An apostille authenticates an eligible official's signature, seal, and capacity. It does not independently verify a person's criminal history or determine whether a background check satisfies immigration, employment, or licensing requirements abroad.
